Mermaid's Purse is a name given to the egg cases of rays, skates and some kinds of sharks (like the Swell Shark, Dogfish and Angel Shark).
The corners of a ray's egg case have points rather than tendrils like you see in this picture. So this must be from a skate or a shark.
This Mermaid's Purse washed up on the beach and dried out. So the shark or skate inside didn't get a chance to hatch and swim off in the ocean.
